The Administrator is selected and appointed by the Board of Commissioners as its direct

representative in the management of the Public Hospital District as set forth in RCW 70.44 pertaining to the duties of a public hospital district superintendent.  The Administrator shall be appointed for a contracted term, which the Board shall establish by resolution. The Administrator is the chief executive and administrative officer of the Public Hospital District.  He/she shall have full authority to act, as representative of the Board, and subject to its policies, and shall be responsible for the efficient administration of all affairs of the Public Hospital District and see to it that all laws of the State pertaining to matters of the Public Hospital District are duly enforced.  In the performance of his/her duties, as prescribed by law, all of which shall be faithfully discharged, and not by way of limitation of his/her authority. QUALIFICATIONS:

Education:  BA/BS degree in Business, Health Administration or academic equivalent required.   MHA preferred.

Training: Eight to ten years successful and progressive senior administrative/management leadership experience in the healthcare industry, some of which must have been in a rural  and public healthcare setting.

Experience: Public Hospital District and/or Critical Access Hospital experience preferred.

Residence: Maintains Primary residence within the Public Hospital District.

Mental Health Specialist

Mental Health Specialist (MHS) will be classified as qualified for the basic position and may have

additional specialties as described below.  These are salaried professional level positions.

All MHS are responsible for providing clinical treatment services with minimal administrative functions.  The MHS is under the supervision of the Director of Outreach Services, and/or coordinator of program area assigned.  The MHS provides multifaceted mental health services within his/her credentialed areas of expertise.  This may encompass emergency services, information and referral, individual, group and family psychotherapy, consumer support services, community education and consultation services.

MHS may qualify by meeting the requirements of WAC 388-865-0150 for any of the additional specialties:  children, elderly, developmental disabilities, minorities, hearing impaired, or emergency services.  Qualification for any of these shall then mean that the MHS may further provide direct service or consultation to other staff in cases involving clients belonging to the special populations described above.
